If you have absolutely positioned layers that are set over existing page content, and you don’t control that content (and strictly speaking, you never do), then you need this to secure yourself from that dreadful site of windowed control ripping your layers.
updated (9/21/2005) It’s not good for CSS drop-down menu. Unfortunately.
